The teacher is one of the most important long-term programs of the education system of the country after the victory of the Islamic Revolution. The Iranian-Islamic Model of Progress document also plans the next 50 years of the country, and the purpose of this research is to study the characteristics of level-headed teachers in Islamic education and training based on the Islamic-Iranian model of progress. The statistical population was the education staff of the cities of West Azerbaijan province in 2020. Their number was 563 people and the sample size was 285 employees of 7 cities. Data collection tool was a standard questionnaire for the teacher variable and a researcher-made questionnaire for the basic Islamic-Iranian model of progress variable. To evaluate the validity of the questionnaires, face and content validity were cited. To check the reliability, Cronbach's alpha for the level teacher and the Islamic-Iranian basic pattern of progress were reported to be 0.85 and 0.84, respectively, and the results of the reliability test for all dimensions were greater than 0.7. SPSS software was used for data analysis. The results of the hypothesis test showed that the characteristics of a level teacher in Islamic education have a positive and significant effect on the basic Islamic-Iranian model of progress (with emphasis on the implementation of the statement of the second step of the revolution) in girls' secondary schools in West Azerbaijan province.
